Multiple factors: determine the probability of developing pulmonary embolism. Immobility is a risk factor, but it is not in and of itself necessary or sufficient to cause PE. Many patients with prolonged immobility undergo prophylaxis for deep vein thrombosis(which is the most common cause of PE).
