Probably normal: The nerves regenerate and sometimes they may form weird new connections. As long as your facial muscle function. Has returned i would not let the twitching bother you. If it persists consider seeing your ENT or neurologist.

Not really: Some times after bell's palsy the nerve on regeneration can cause twitching. There are treatment, see a neurologist. This is not a life threatening.
