If the kid is having difficulty taking fluids, doesn't pee at least once every 8 hrs or is laying around inactive take her in to be evaluated.The docs will decide when/if any hospital based care is needed

Best to not lower it: Your daughter probably has a viral infection. Fever is the key mechanism our immune system uses to fight infection; by lowering fever you will sabotage her immune system and prolong the infection! 39 is not dangerous (if it gets to 40 you might want to lower it a bit).
