Time: The most common trigger to swelling of a flaccid penis would be a reaction to a bug bite or similar allergic response. The swelling is due to a leak of body fluid from deep capillaries into the tissue. Once this fluid accumulates, it can take days for the fluid to be retrieved by lymph channels and the swelling to dissipate. The steroid can stop the reaction, but resolution takes time.
