Possible : You need to find a healthtap doctor licensed in your state. Your first or second encounter with the doctor may need to be a video consult to create patient-doctor relationship if you haven't seen the doctor face to face before during an office visit in your state. You also need inform your current doctor that you want to come once a year for annual exam but use healthtap to renew prescriptions.

Board requirements: The Texas medical board requires physicians to have an established patient relationship, retrievable records, current vital signs ( as indicated by the condition) and documentation of need before prescribing any treatment. Failure to do so cal result in loss or restriction of license. What you see as a burden & unnecessary is defined as proper medical care. He likely considers it a burden too.
