Board requirements: The Texas medical board requires physicians to have an established patient relationship, retrievable records, current vital signs ( as indicated by the condition) and documentation of need before prescribing any treatment. Failure to do so cal result in loss or restriction of license. What you see as a burden & unnecessary is defined as proper medical care. He likely considers it a burden too.
