Most often yeast: Raised red bumps within an area of irritation often represent a yeast diaper rash. The yeast is normally found in poop and takes the opportunity to grow on irritated/moist skin. An anti-fungal cream usually controls this. Discuss it with her doc.

Many possibilities: Rashes are quite hard to describe and diagnose in words. A pediatric, primary care, or dermatology doctor will have to look at a genitals rash in order to tell what it is. Sounds more than a typical diaper rash. If eczema, hydrocortisone cream helps. If fungal, an antifungal cream helps. If bacterial, antibiotic pills or cream is needed. If viral or some other infection, other treatments can help.
