Prob external exam: At her age, her exam will depend on whether she is sexually active or not. If she is, she will need a complete exam, and cultures to look for any possible stds or infectious processes. If she is not, then an external exam and visualization should suffice. Itchiness could be from a number of causes, ranging from poor hygiene to an allergic reaction to detergent or clothing, to a yeast infection.
