Hard to assess: Most localized rashes suggest some agent contact at that site. that could be plant, bug bite, liquid,etc Without a better description or visual inspection of the rash it is hard to assess what it may be or how to treat it. If it interferes with her activities have it examined. If not it will likely fade within days.

Possible allergic: She possibly has a localized allergic reaction. A local cream with a low dose of steroid may be applied. If Caladryl lotion is available this also may be applied three times daily. If there is spread of the rash, please see your pediatrician.
