Cause and effect?: Proof of "fingering" cannot be determined by "vaginitis" in a child alone. There are many other causes for vaginitis including but not all, improper bathing, retained soap in underwear and most importantly child "self fingering" or insertion of foreign objects into the vagina.

Not specifically: The best proof is the child's comment if made during an interview with a specially trained child abuse specialist. The presence of vaginal irritation by itself is supportive but not diagnostic for abuse. Fresh tears in the kids hymen or vaginal wall suggest intrusive penetration by an object, but these can heal in a few days so they must be documented when found.
