I have a one year old boy and the school phoned me to inform me that around his penis it is abnormally swollen and his penis is disappearing into the swelling. should i be concerned? should i visit a doctor?

See physician : It’s impossible in this short question format to diagnose the issue, so your son should see his local pediatrician for an exam. There are not concerning things (such as fat pad) as well as concerning things (hernia?) that could cause what you’re describing. Have him examined!

I would: This could be a simple issue like a bug bite reaction (can cause lots of swelling). It could also represent a worrisome stray long hair that ended up in his diaper & wound around the penis like a tourniquet. (we use depilatories to release this) Only an exam can help sort this out.
