When you can: Toddlers often use their mouth as a pocket when they don't really need the pacifier but want it nearby. Placing it on a ribbon with a clip so it can dangle/stay close helps them transition off. Placing it in a zip lock bag so they must request you open it for use is another trick. I've even used a clear box (baseball size) for the kid to keep it at the bedside & see it, but not use it.
