Hard to say: In most of the industrialized world toddlers have had at least the initial MMR vaccine which prevents measles. In areas where this is not done or there are many who don't it remains a possibility even if a kid was vaccinated. Such rashes are common to many viruses & some allergic reactions. Creams applied to the skin generally have no benefit beyond giving you something to do.
