Common: The tear drainage in humans is through a channel beneath the inner corner of the eye. In many infants these may plug up with debris & lead to such crusting.Gently rolling your finger tip from the inner corner down can sometimes flush this debris & open the channel over time. As long as the eyelid does not become inflamed you can just wipe this away as it occurs.
