What will be will be: In the early teen years, if there was growth last year, there will be growth this year. Most people reach their maximum height in their late teens. Without nutritional problems or chronic childhood illnesses, height is largely based on genetics and parental heights. Aside from eating right, exercising, sleeping well, and being happy, there's not much a person can do to alter one's height destiny.

Time will tell: Given your listed heights, your male offspring would be expected to reach 5'10 +/- by their genetic input alone. His 5' at 13 is well within the range that would project such a point. An x-ray of his wrist/hand could be evaluated for bone maturity to give more data. If his bone maturity was more like a 11 yo he might grow taller.
