Hard to be specific: This could represent an allergic response to some chemical irritant, like those found in body wash, shampoos, etc. It could be a local invasion of hair follicles by skin germs. If it doesn't improve with routine cleaning over several days I would have it looked at. A specific cream or oral med may be needed to end it.
