Unlikely: sounds more like a folliculitis, which is inflammation or possible infection of hair follicles in the skin. As with all skin problems, need to see it, feel it and examine patient to help make diagnosis. Best to see your doctor for evaluation. Sorry this was not more helpful. Best of luck. Dr R

Less likely: Could be acne, clogged sweat/follicles, hidradentitis. Allergic reactions in my experience are more swollen, hive, like, very itchy spots that can be an entire body part and spread. See a doctor in person, should you have more concern!
