Fibrocystic breasts: Given your age and the fact that you are feeling these lumps in both breasts & they are tender, it is most likely fibrocystic breast tissue. That is not a tumor or cancer, it is just dense fibrous tissue that can also form tiny cysts, and is very common in young woman. Good idea to have a breast exam to be sure.
