3 of my fingers are still swollen and sore after carpal tunnel surgery 9 days ago, is this normal?

Yes: Yes this can be expected. You can elevate the fingers and wiggle them slightly. If no fever or worsening redness, then likely fine.

May be: Some swelling may not be unusual but you should have your hand surgeon examine you to explain the significance of the swelling and soreness of these fingers. We're bandages or splint too tight? Has physical therapy been started and was too vigorous? Any complications from surgery or nerve block? Any sign of infection? These are some of the questions I would have.
