Yes: With the exception of a few anatomic abnormalities, blood pressure is the same in the two arms.

Certainly: BP should USUALLY be measured in both arms. If there is more than 10mm different systolic pressures it is a sign of significant arteriosclerosis. In younger people it is seen with coarctation of the aorta. If the Dr fails to measure BP in both arms she is not giving you full value.
