Got a cortisone shot in my neck for a bulging disc.4 days after i feel soreness still and will get a sharp pain at the injection site and it seems slightly swollen. is this normal?

No: There may have been slight bleeding under the skin at the injection site. If so, black and blue discoloration of the skin as well as tenderness develops around the injection area. If pain or swelling worsens get examined by the physician who administered the injection.
