Maybe/not: If it is hard and does not move when pushed it may be a calcium deposit on the skull bone. These occasionally occur above the brow and can remain for years or indefinitely. They can sometimes be removed surgically through an incision within the brow but can recur. The same would apply to any cyst. An exam may be able to sort this out.
