Maybe not bugs: This doesn't sound like bug bites, which usually don't result in whiteheads. Other possibilities depend on exact locasion. Acne seems likely and apparently is on your mind, based on chosen topic tags. However, clustered blister-like or pimple-like skin bumps often are herpes, especially near lips or on the face of a child. Contact your son's doctor and for sure don't pop them (can spread herpes).
