Doubtful: shin splints are essentially a form of compartment syndrome developing with active use of muscles of anterior compartment of lower leg. More of a structural issue exacerbated by inflammation that will not be reversed with accupuncture.

Yes: It can be beneficial (it disperses inflammation).
