Mucous?: You could be describing mucous strands. There can be variety of reasons, but most commonly dry eyes or any eye irritants can cause you to produce mucous and cause itchiness.

Blepharitis?: You could have a bacterial crust on your eyelashes which is commonly itchy and makes your eye red. This can be helped with washing gently around your eyelashes with baby shampoo and warm compresses a couple of times a day. If this does not improve please see an ophthalmologist.
