See a specialist: It can be diffiicult to judge the cause of sinusitits (allergic vs viral vs bacterial and others), and it's often wise to not treat with antibiotic. However, it seems you have a chronic or recurrent problem, and maybe not all sinusitis, which should not cause cough with blood in sputum (phlegm). Talk w/ your PCP about specialty referral, e.g. pulmonary, infectious disease, or ENT. Good luck!
