No: In someone her age this may or may not be a UTI. It often occurs when they sit in soapy water & don't rinse the genitals with plain water after bathing. It can be wiping the wrong way with retained vaginal feces, toilet tissue, or other foreign material. It can be a reaction to scented toilet paper, bath soaps (Irish Spring), bubble bath. These can also lead to a UTI. A visit is needed.
