Get a second opinion from an OB-GYN. While she may may not have a urinary tract infection, her symptoms do sound like vagina yeast. Daily cleansing with mild soap and water, cotton underware changed daily should also help until her next exam. Perhaps she is wiping herself back to front instead of front to back and bringing fecal bacteria into this area, so review proper hygiene as well.
