Yes: Just like the restaurant who cooks an entree that you did not order, the lab who does a test you did not order should do the correct test and charge for the correct test, plus refund you for the incorrect test. If a patient's doctor orders the incorrect test, and the lab follows the doctor's orders, then the lab should not refund anyone (the lab did what it was ordered to do).
