Exam needed: A physician or dermatologist would have to examine this eruption in order to make a diagnosis. The bumps could be a reaction to something that came in contact with your elbow. Other possibilities include psoriasis or atopic dermatitis which is similar to eczema. For now observe for any other outbreaks and apply a corticosteroid type ointment.
