"fragile" cervix ?: The tip of the cervix can easily bleed when irritated by the swab instrument. This is generally due to inflammation over time creating the sensitive tissue. It has nothing to due with the potential for "tearing" with normal vaginal deliveries. If/when tearing occurs, it is usually due to rapid progress of the fetus, before suitable dilation has happened.
