Look locally: Regardless of the cause of his problems, if he has a true disability (s) he may qualify for Medicaid and or other help with the disability rules of the state. Local disability offices can process an application for benefits. If he does not qualify, the rest is on you. A local county judge can appoint you as conservator if you can prove him incompetent.
