Primary care doctor: Any person with new symptoms of high heart rate and shortness of breath, especially with tummy swelling and high blood pressure, needs to get evaluated now, to make sure he is not having a heart attack or heart failure. The ER is the fastest way to get the evaluation done... but the patient can also call his primary care doctor for advice if symptoms are mild, to ask where to go for evaluation.
