STD, get care ASAP: Almost all penile discharges are due to STD. With painful urination, probably gonorrhea, but chlamydia and nongonococcal urethritis also are possible. Scrotal pain could mean it has spread into the testicle (epididymitis). See a doctor without delay; and once the diagnosis is confirmed, you'll need to make sure your sex partner(s) is/are examined and treated. Good luck!
