Maybe OK. STD?: Cloudy urine: usually phosphate crystals, related to diet and fluid intake, not abnormal. Strong urine odor: drink more fluids. Urethral discharge: if truly clear, maybe nothing important. However, most discharge means STD (gonorrhea or nongonococcal urethritis, often due to chlamydia). Urine culture doesn't detect STDs. Keep working w/ your doctor.
