Maybe: You have a headache with rather low BP. More information is needed. Consult a doctor for advise and treatment.

Depends: If you have a persistent drop in blood pressure (at least 10 %) without any reason and not feeling well, this is troublesome and requires evaluation. Make sure that you were not dehydrated when the BP was taken. I'd doubt however that the lower BP is the cause for your headache.
