Itchy rash on neck: This sounds like a contact dermatitis on your neck and you can easily apply 1% OTC Hydrocortisone 3x/d on it until it goes away.

Rash : Hard to answer without more information and pictures but if itchy then it may be an allergic reaction to perhaps a necklace? Try some over the counter hydrocortisone and see if helps.
