I hurt the top of my foot 2 years ago playing soccer. it is really hurting today and i had an xray but it didnt show anything.

Non-steroidal: anti-inflammatory drugs would probably be beneficial to relieve the discomfort however further specialist evaluation by an orthopedic surgeon would be advisable. Sometimes small fractures do not show up on X-ray for a few weeks. There are other tests that can also be performed to evaluate your symptoms. Make a followup appointment.

Get a second opinion: Stress fractures and nondisplaced fractures are very common in contact sports, as are tendon and ligament injuries. I would suggest having a podiatrist skilled in sports medicine have another look at your foot. They are trained to identify pathologies that most ER staff are not.
