If he is: hemorrhaging and bleeding can't be stopped he should be seen at an emergency room (and should not transport himself).

It would be: reasonable to obtain a referral to an ENT specialist for an evaluation of the nasal cavity. There may be a vessel there that could be cauterized to resolve the problem.
