Is the medial meniscus that is extruded and attenuated in appearance in towards the posterior root considered a tear even the mri said it was stable?

Stable is no change: For a radiologist to note that it was stable means that the MRI is being compared to a previous MRI. It just means there is no change between the two MRIs. It is still torn and it is still extruded.
