Maybe,maybe not: Sometimes you can manage this at home by just removing the gunk with a clean tissue and cleaning out the nose with a saline wash.If the kid is feeding well & playing robustly, home care is fine & it should pass in a few days. If the kids feeds are off & he seems more quiet or inactive an office evaluation may find something that needs specific rx.
