Allergic?: May be allergic conjunctivitis which is related to hayfever and may respond better to topical or oral antihistamines, or topical cromoglycate or in extreme cases require topical steroid drops and may explain why didn't quite improve with the fucithalmic antibiotic. Worth getting a doctor examination to confirm this diagnosis exclude alternative possibilities and work out best treatment.
