Likely harmless: What you describe is a "blown" vein. When your blood was drawn, the tech likely obtained the specimen then on withdrawal the vein ruptured which isn't as bad as it sounds. Veins often have associated nerves that travel with them. The bruising also makes this more likely. Apply heat a few times per day and it should go away.
