In your case, hcg increased from 17 to 28 after 49 hours.At 4w2d, hcg should be expected to be higher and double every 2days. To be determined: Your HCG levels are very low. A urine pregnancy test should turn POSITIVE if your HCG level is greater than 20. HCG levels roughly double every 48 hours. Yours was going UP, not DOWN. So something is happening. It is such an early situation, my advice would be to check again in a week or so. However, if you develop persistent pelvic pain or bleeding, be seen right away, as always.
