HGC level ?'s: HCG levels will rise slowly (as described in your question) at first, but if the level does not increase dramatically after the 2nd or third week post due period, it may be an early miscarriage or even a pregnancy outside the uterus (ectopic). Keep testing HCG levels and your OB physician may order a pelvic ultrasound if the level stays relatively low.
