I wouldn't: necessarily link the two things. Recurring palpitations deserve an evaluation, I feel, especially in an athlete. You are likely experiencing higher heart rates during training than more sedentary folks, and higher heart rates may trigger more dangerous arrhythmias. While I can't really explain the exercise-associated chest tingling, I doubt it is serious; mention it when you go in for rhythm eval!
