I'm 19 years old and take 20 mg propranolol for anxiety. my resting heart rate is around 55. could this medication cause heart block?

It is highly: unlikely that you will develop heart block at 19 years old regardless of the dose of propranolol. A heart rate of 55 BPM at rest is completely acceptable. Stop worrying.
