Depends: If you have a darker complexion they may look bluer/blacker rather than red. Does sound unusual however and one of the causes for pigmentation here is acanthosis nigricans which can be blue/black and is associated with some diseases such as diabetes and others. Recommend seeing a GP licensed in the UK for a check as you may need some tests run and/or referral to a specialist. All the best.
