Hard to Say: Hard to answer. Flickering is not normal for most people. It is not associated with dry eyes. If it is bilateral, then it is associated with migraine, pseudotumor, disc edema and low or high blood pressure. If it is only on one side, it is associated with PVD and retinal vascular problems such as retinal migraine or branch vein occlusion. So it can be either serious or benign. See an eye doc.
