No: Sub conjunctiva hemmorage usually from simple trauma. Rubbing eyes in sleep. No problem as long as blood does not cross limbus. Limbus is the edge of the colored portion of eye.

Probably not.: This sounds like a sub conjunctival hemorrhage, a broken blood vessel underneath the thin transparent membrane over the white of the eye. It will not cause any permanent problem and will go away by itself in 2-3 weeks. You should have it checked by your doctor though just to be sure this is what it is.
