No, rock solid: A dental implant should feel "rock solid" with no movement from the moment it is placed. While it is not yet ready to accept the stresses caused by use until it osseointegrates, this is not something you would feel. If you experience a loose dental implant you should return to the dentist who placed it ASAP for an evaluation.

Wobble: The implant should be stable immediately upon placement, no wobble. It does take about 3 months, however, for the implant to integrate, for the supporting bone to strengthen and mature. Once fully integrated the implant is able do carry the force loads placed upon it when a crown is placed on the implant, placing the assemblage into full function.
